Here are the steps for obtaining a learner's two-wheeler driving licence online
Step 1: Visit official Parivahan website to apply for two-wheeler licence.
Step 2: Click on the "Driving Licence Related Services" under “Online Services” tab.
Step 3: You will be asked to select the state from which you are applying.
Step 4: Once you choose a state, select "Apply for Learner’s Licence" option from the menu.
Step 5: In the next step, you will be prompted with “Instructions for Application Submission.” Click on the “Continue” button.
Step 6: Select option “Applicant does not hold any Driving/Learner licence issued in India”.
Step 7: To take LL test from your preferred location, select "Submit via Aadhaar Authentication.
Step 8: To take LL test and document verification at RTO office, select option "Submit without Aadhaar Authentication".
Step 9: Enter your Aadhaar Number, click on "Generate OTP", enter received OTP, check on the terms and conditions boxes, and click on the "Authenticate" button.
Step 10: Pick preferred payment option, and watch 10-minute video on driving instruction.
Step 11: Once you complete watching the video, OTP will be received for the test..
Step 12: Complete the form to proceed with the test. Ensure camera is on.
Step 13: Answer 60% questions correctly to pass the test and receive an e-learner's two-wheeler permit.

Step 1: Obtain Form 4 first. You can get the Form from the website. As an alternative, you could visit the RTO nearest to where you obtained your Form 4 to obtain a two-wheeler or scooter driver's licence.
Step 2: Complete the form and post it at the closest RTO with various files, such as age and deal with evidence.
